Impact assessment is a central component of the social-protection policy-planning process. It is essential for identifying gaps and weaknesses in existing social protection provision, and is a valuable tool for evaluating the potential impact of proposed initiatives. This course aims to equip participants with the skills to assess the effectiveness and efficiency of social protection systems as they evolve over time. The course will centre around the use of administrative and household survey data for the purpose of impact assessment of social protection systems, while also introducing participants to key considerations in the design of scheme-specific impact evaluations.

The course is intended for practitioners who already have a number of years' work experience in social protection and are seeking to strengthen their knowledge and skills in relation to social protection impact assessment. The target audience includes government officials wanting to make a more effective assessment of the impact of a system or specific scheme, staff of international organizations, research institutes and development consultancies regularly providing technical support to national governments, and members of non-governmental organizations advocating for improved social protection systems. Participants should hold a bachelor or advance degree and have a strong quantitative background in business, public administration, economics, political science, social science, finance, actuarial studies, mathematics, statistics or a related field. Typical participants will be a) professionals working in ministries or government institutions responsible for the development and monitoring of social protection systems, such ministries of labour, social protection/social affairs, finance and planning or health, and social security institutions; b) representatives of the social partners involved in the governance of social security institutions; c) officials of UN agencies working on social protection; d) members of non-governmental organizations, research institutes and consultancy firms engaged in social protection.
